Cumberland County Juvenile Crime Prevention Council is
a joint effort by
Cumberland County & the
North Carolina
Department of Juvenile Justice and Delinquency Prevention. Cumberland Co.
CommuniCare, Inc. is the administrative and technical support
home to the Council, to aid it in accomplishing JCPC goals and objectives. The
primary goal of the Council is to ensure the safety, security and quality of life for our
children and their families through a community-wide commitment to balanced a
juvenile justice system using effective graduated sanctions coupled with
evidence-based treatment and prevention programming.
Our Mission
To strengthen and support appropriate programs through
incorporating prevention and intervention strategies in a comprehensive
juvenile crime prevention effort.
What is the JCPC ? (click the Calendar icon

By NC statute (1998), all counties established a
Juvenile Crime Prevention Council (commonly referred to as the JCPC).
Each JCPC works in conjunction with the North Carolina Department of
Juvenile Justice and Delinquency Prevention (DJJDP) and each local county
government to provide
appropriate programming for court involved, undisciplined, as
well as at-risk youth to hold them accountable for their
problem behavior(s) and to provide habilitation & treatment services. The JCPC acts as a liaison between the programs, the
local government and the Department of Juvenile Justice and Delinquency
Prevention. This is in accordance with Senate Bill 1260 adopted in
October 1998. Subsequently, the N.C. Legislature made the Office of
Juvenile Justice the Department of Juvenile Justice and Delinquency
Prevention in July of 2000.
Cumberland County's JCPC helps to decrease
juvenile crime by providing community based alternatives and substance
abuse programming to at-risk youth throughout the county. The
programs/services funded through the JCPC also contribute to decreasing
Youth Development Center commitments. The following pages detail the
purpose and duties of the JCPC. Council
members make a serious and ongoing commitment to the duties of the Council in order to
accomplish the goals and objectives as delegated by the Department of
Juvenile Justice and Delinquency Prevention and the Cumberland County
Board of Commissioners.
The JCPC meets regularly on the 2nd Wednesday of each
month at 8:00 a.m., generally in the conference room at Cumberland County
CommuniCare
(711-B Executive Pl., Fay., NC 28305). During these meetings the Council follows an agenda that is
set by the Chairperson. Program, fiscal, and juvenile justice information
is distributed to Council members.
Throughout the year the Council members are involved
in several activities. Annually, Monitoring Committees visit each
program to evaluate their progress and share any information that may be
of assistance to the programs. Often, Council members are asked to serve
on other committees. Such committee assignments may require other
scheduled meetings throughout the month. The Bylaws outline several
committees including the Nominating Committee, comprised of 5
members who present recommendations to the Council at the regularly
scheduled January meeting for officer positions for the upcoming funding
year. The Monitoring & Evaluation Committee evaluates submitted proposals
and makes recommendations to the Council. This committee also assists
program managers and/or contact persons with the monitoring and
evaluating process when applicable. The committee, in addition,
develops/implements monitoring and evaluation tools for receiving program
proposals and examining existing programs. The Planning Committee is also
responsible for the planning and carrying out the process of determining
the needs of the youth in Cumberland County, and for prioritizing these
needs annually. The Finance Committee works on the funding sources and
programs to help assure the proper usage of funds and keeps abreast of
the availability of any additional funding sources and resources. The
JCPC is required to complete a Needs Assessment and an Annual Plan for
Cumberland County that often requires additional meetings other than the
regularly scheduled activities of the Council. These meetings are given
careful consideration in coordination efforts to be sensitive to the
already busy schedules of committee members. The work of the Council
contributes to our community by helping to decrease juvenile crime.

that benefit the Council and the youth in our community.
